The appeal of the chastity devices has to do with orgasm denial.  There is a heightened sense of sexual frustration that has a bit of an intoxicating effect.  Well, at least how I imagine it.  I have been involved with a little play of sexual denial, not with any lock up devices, and it does make the guy want to be on his best behavior and does increase the focus on serving, obedience, and having someone else in control.  it is hard to describe; it can just be a fun game to play.
